Q: I
paid for a permit online, how long will it take to receive in the mail?
Q: I
don’t have computer access. How am I
supposed to purchase my permit online?
The City
of Covina has a kiosk for public use located in the Finance Department at City
Hall where permits can be purchased.
City Hall is located at 125 E. College Street in Covina and hours are Monday
through Thursday from 7am to 6pm.
Please note that City Hall is closed every Friday.
The City
of Covina Library has computers available for public use as well. The library’s
address is 234 N. Second Avenue in Covina. Their phone number is (626) 384-5300
and their hours are: closed Sunday and Monday; 12 Noon to 8pm on Tuesday and
Wednesday; 11am to 6pm on Thursday and Friday, and 10am to 5pm on Saturdays.
Q: How
can I tell if I am a City of Covina resident?
Q: Do
you have automatic withdrawal?
Parking permit fees will be charged to your credit
card or bank account through an automatic debit on a monthly basis. Automatic debit should occur on or
around the 18th of each month and is payment for the coming month. If for any reason your payment cannot
be debited, you will be sent an email to the email address you provided in your
parking registration, indicating next steps to correcting the issue. You will have until the 1st
of the coming month to correct payment arrangements. If no payment is confirmed
by that time, your permit will be cancelled and your permit number will be made
invalid. In order to reinstate your
permit you will need to provide correct payment information and are responsible
for any and all unpaid fees from the time your permit is made invalid to the
time the issue is corrected.
Q: I
do not want to pay by credit card auto debit, what other options are available?
Unfortunately there is not another option available. The City entered into
a partnership that allows us to use the same internet architecture as the Los
Angeles County Metropolitan Transportation Authority (METRO) for parking permit
sales. Because of this agreement, which saved the City the significant costs of
developing its own custom made internet site, we are limited in the options that
we can offer. All parking permits are made to order by the contractor, linked
to an account, and shipped in the mail. The City does not have the ability to
create or stock the permits, so we do not have any permits for sale at City
Hall. As we look to improve customer service and reduce costs during these
difficult economic times, we need to turn to contracted services and technology
to reduce our labor and material costs.

Q: I
want to be placed on the wait list for Metro East? How can I do that?
Go to
www.ParkCovina.com , follow the links to monthly parking permits and
create an account. Once your account
is created select the Metro East permit option even though it says “SOLD OUT”. It will ask you if you want to be
placed on the wait list; just follow the steps. You will be notified via email
when a space becomes available so please make sure to add customerservice@permit-sales.com to your
address book so that emails do not end up in your spam folder.
Q:
I've been on the waiting list and have been notified that a permit is now
available. What do I do?
Go to www.parkcovina.com and login to your monthly permit account. This must
be the account that you originally set up when you placed your name on the
waiting list.
NOTE: If you are a current permit holder and have been notified about
an opening, you must call 1(800) 997-0197 in order to be moved to the notified
Metro East location.
Q: Why
did the price of the Municipal Parking Permit (formerly “Blue Zone”) go up to
$20/month
This is
an increase of $2 a month over the former monthly rate ($18) in the municipal
parking lots with no discount for bulk purchase. Bulk purchase discounts and
free parking permits were eliminated by the Covina City Council in January of
2011 based on the yearly shortfall in municipal parking district revenue that is
threatening the long-term viability of the parking district.
Q:
What if I have a bulk permit order for Municipal Parking Permits?
A bulk
order is considered to be 10 permits or more, please call (626) 384-5520 for
more information. If you would like to submit a bulk order, please call 1(800)
997-0197 to request an invoice. Payment for bulk orders is on a quarterly
billing basis, and permits will be invalidated if payment is not received.
Q: I
lost my permit, what do I do?

Send an
email to customerservice@permit-sales.com.
State your full name, provide your 4 digit permit number (if you know it) and
state that your permit was lost or stolen.

**You will
receive email notifications of actions taken on your behalf.
Q: I
want to cancel my automatic withdrawal. What do I need to do?

Return to
the www.parkcovina.com monthly
permit login page and select the 'Cancel' button located just above the login
box. Follow the instructions. · Call (626)498-8018
**Only
after you complete one of the above steps and receive a confirmation email will
your permit be cancelled. Failure to cancel by the 15th of the current month
will result in charges for the following month
Q: I
purchased my permit online and now I don’t need it anymore. Can I receive a
refund?
All
Sales Are Final. Parking
is sold on a full month basis only. Once parking fees have been charged there
will be no returns, transfers or refunds allowed.
